Pursuant to paragraph 702.22(2)(a) of the Canadian Aviation Regulations and after taking into account that the authorization is in the public interest and is not likely to affect aviation safety, I hereby authorize Helijet International Inc., 5911 Airport Road South, Richmond, B.C., to operate an aircraft over a built-up area at altitudes and distances 1ess than those specified in paragraph 602.14(2)(a), subject to the following conditions.
Paragraph 702.22(2)(a) states that for the purpose of subsection 602.15(2)(a) a person may operate an aircraft over a built-up area at altitudes and distances less than those specified in paragraph 602.14(2)(a), if the person has an authorization from the Minister or is authorized to do so in an air operator certificate.
PURPOSE
The purpose of this authorization is to allow Helijet International Inc., 5911 Airport Road South, Richmond, BC, to operate a helicopter at altitudes of 1ess than 1000 feet above and less than 500 feet horizonta1 distance from the highest obstacle over the built-up area of the Vancouver, B.C., downtown core (Westend) for the purpose of Electronic News Gathering.
APPLICATION
This authorization applies only to Helijet International Inc., 5911 Airport Road South, Richmond, B.C., when operating for the purpose of Canadian Television (CTV) Electronic News Gathering over the downtown core (Westend) of the City of Vancouver, B.C.
CONDITIONS
This authorization is subject to the following conditions:
- The operation shall take place on a twenty-four(24)-hour call-out basis between March 30, 2004 and May 31, 2004 inclusive.
- Operations shall be conducted under VFR conditions, using an AS355 type helicopter.
- The area of operation shall be the downtown core (Westend) of the City of Vancouver, B.C.
- The aircraft shall at all times be flown along a flight path which, in case of an engine failure or other in-flight emergency necessitating an immediate landing, shall ensure a suitable (autorotational) landing site without endangering persons or property on the ground, or on the water.
- The aircraft shall be configured such that safe single engine fly away is assured at al1 times.
- The aircraft shal1 be flown in compliance within the "Height-Velocity" Diagram contained with the approved Aircraft Flight Manual.
- When exercising the privileges of this Authorization, the height of the aircraft shal1 never be less than 1000 feet above sea leve1 (ASL) at any time.
- The transit route to and from the area of operation as under (c) above, shall be flown in accordance with Canadian Aviation Regulation 602.14, Minimum Altitude and Distances.
- All personnel involved shall be briefed on the operation, safety precautions and emergency procedures before flight operations commence.
- Persons carried on board the helicopter shall be limited to essential crew only.
- Prior to any night operations, the pilot has familiarized himself with the area of operation as under (c) above under daylight conditions.
- A copy of this authority shall be carried on board the aircraft while operating in Canada.
- The operation shal1 be coordinated with the appropriate Air Traffic Control authority.
- The aircraft shall comply with the Commercial Air Service Standards as required under CAR 702.22(2)(b).
VALIDITY
The authorization is in effect until the earliest of the following:
- 23:59 hours Pacific Standard Time on May 31, 2004;
- the date on which any of the conditions set out in this authorization is breached; or
- the date on which this authorization is cancelled, in writing, by the Minister, where he is of the opinion that it is no longer in the public interest, or that it is likely to affect aviation safety.
